Update SparkFun_u-blox_GNSS_Arduino_Library.h

Browse Source 
Allow for survey-in observation times greater that 65535 (16-bit) seconds.  By changing to uint32_t will allow library to have observation time of 86400 seconds (24-hour) survey-in time.
